Decree no. 2004-832 from August 19, 2004 decided for the enforcement of articles L. 229-5 to L 229-19 of the environmental law and relative to the system of trade of greenhouse gas emission quotas

This decree comprises 17 articles sorted in 7 chapters. It represents the start-up of an experimental phase covering the 2005-2007 era and during which only carbon dioxide is taken into consideration. In 2008 the list of greenhouse gases will be revised and other gases like methane and HFC will be involved. This decree concerns only the trading of emission quotas from iron making and transforming facilities, energy generating facilities, mineral transformation and paper transformation facilities registered in the environment protection classification.
