Ranch Seco: judgment by referendum (PWR closure)

Description
The decision by the residents of Sacramento to close the Rancho Seco nuclear power station is the first of its kind in the USA. The question is whether it will be the last. Fifteen previous referenda went the other way and some evidence suggests that Sacramento may be a special case. But it could be unwise to assume that there won't be more. (author)
