A computerized system for assuring work force reliability and security

Description
The US Department of Energy (DOE), the US Nuclear Regulatory Commission (NRC), and other federal and state agencies are markedly increasing their requirements for applicant screening, certification, and ongoing personnel monitoring and assessment. The DOE's recently announced Personnel Security Assurance Program 10CFR5631.6 of the Code of Federal Regulations and the NRC's proposed Fitness-For-Duty Rule 10CFR26 and anticipated Access Authorization Rule are examples. A computer-based system that integrates all of the required information and yet is flexible enough to (a) permit an organization to tailor it to their specific requirements and (b) control data access on a need-to-know basis, appears to offer the only feasible solution to what is emerging as an administrative burden. The FLOW GEMINI Personnel Assurance System (PASS) is a computer-based software system designed to support personnel hiring, assignment, evaluation, and termination decisions. They can be as simple as routine preemployment processing or as complex as security processing for unescorted access status. PASS consists of a predefined data base, standard reports and expert systems, and several tools for tailoring the standard system and developing additional reports and queries
