Basic ideas of a philosophy to protect nuclear plants against shock waves related to chemical reactions

The problem of shock-wave loading first was dealt with in the design of the nuclear power plant near Brunsbuettel, since in the neighbourhood a large chemical plant was under construction. The gaseous hydrocarbons (under normal conditions) - stored in a fluid state by means of pressure or deep cooling - are considered as being particularly dangerous. By theoretical considerations a load-function has been derived to describe the effect of an imaginable accident. The nuclear power plant 'Brunsbuettel' had to be designed with regard to this pressure-time-diagram. Afterwards, the RSK decided to recommend all further nuclear power plants to be built with regard to this pressure-time-diagram. The pressure-time-diagram was deducted on basis of the assumption that an explosion of a gas cloud would occur only in form of a deflagration. In the case of saturated hydrocarbons this assumption is correct with a high degree of probability. On the other side, it is possible to get higher loadings after accidents with insaturated hydrocarbons. Owing to the present lack of knowledge, it is very difficult, or nearly impossible, to evaluate a pressure-time-diagram for this case. A conservative and therefore safe assessment is possible if the detonation as thinkable form of an explosion is taken into account. The possility of this form of reaction has been shown in experiments, though there have been idealized conditions, as homogeneous stochiometric mixture in spherical shells and detonative ignition. Quasi-static pressures up to approximately 20 bars have been measured in these experiments. It seems to be not realistic to design buildings of nuclear power plants to withstand such loadings. Therefore, distances from the nuclear power plant have been calculated, in which a detonation may occur without generating a higher loading than that evaluated for the deflagration of a gas cloud. The assumptions and models to evaluate the pressure-time-function in the case of deflagration and the safety distances in the case of detonation are discussed. (orig./HP)

Abstract (German)

Das Problem der Belastung durch Druckwellen wurde zum ersten Mal bei der Auslegung des Kernkraftwerks bei Brunsbuettel beruecksichtigt, da in der Naehe ein grosser chemischer Betrieb errichtet wurde. Als besonders gefaehrlich gelten die (unter normalen Bedingungen) gasfoermigen Kohlenwasserstoffe, die durch Druck oder Unterkuehlung im fluessigen Zustand gelagert werden. Mit Hilfe von theoretischen Ueberlegungen wurde eine Lastfunktion erstellt, die die Auswirkungen eines vorstellbaren Unfalls beschreibt. Das Kernkraftwerk wurde unter Beruecksichtigung dieses Druck-Zeit-Diagramms errichtet. Die RSK empfahl daraufhin, auch alle weiteren Kernkraftwerke mit Hilfe dieses Druck-Zeit-Diagramms zu konstruieren. Bei der Erstellung des Druck-Zeit-Diagramms ging man von der Annahme aus, dass eine Explosion einer Gaswolke nur in Form einer Deflagration stattfinden wuerde. In Fall gesaettigter Kohlenwasserstoffe ist diese Annahme mit grosser Wahrscheinlichkeit zutreffend. Dagegen koennen bei ungesaettigten Kohlenwasserstoffen nach Unfaellen hoehere Belastungen auftreten. Aufgrund unserer mangelhaften bisherigen Kenntnisse ist die Auswertung eines Druck-Zeit-Diagramms fuer diesen Fall schwierig, wenn nicht unmoeglich. Eine konservative und daher sichere Schaetzung ist moeglich, wenn man die Detonation als denkbare Explosionsform in die Ueberlegungen einbezieht. Die Moeglichkeit dieser Reaktion wurde in Experimenten nachgewiesen, obwohl diese von Idealbedingungen wie einer homogenen stoechiometrischen Mischung in kugelfoermigen Huellen und einer detonativen Zuendung ausging. In diesen Experimenten wurden quasistatische Drucke bis ca. 20 bar gemessen. Da es nicht realistisch erscheint, Kernkraftwerke im Hinblick auf derartige Belastungen anzulegen, wurden Entfernungen vom Kernkraftwerk berechnet, in denen eine Detonation stattfinden kann, ohne eine hoehere Belastung zu verursachen, als fuer die Deflagration einer Gaswolke berechnet wurde. Die Annahmen und Modelle zur Auswertung der Druck-Zeit-Funktion fuer die Deflagration und die Sicherheitsabstaende fuer die Detonation werden diskutiert. (orig./AK)
