Description
This article reviews and compares Russia's capabilities for plutonium disposition via immobilization and reactor irradiation of MOX fuel. Based on a preliminary review of technical considerations such as available infrastructure and cost, immobilization appears to be the faster and cheaper option in Russia. The conclusion of the article discusses policy measures to promote the immobilization option in Russia, in the face of the well-known opposition to that option among Russian decision-makers
