A crude nuclear device is now within the reach of terrorist groups with the resources to recruit a technically qualified team of specialists. It could be made with reactor-grade plutonium like that separated in commercial processing or with highly-enriched uranium used in research reactors. Nuclear power plants and research reactors are considered to be vulnerable to acts of sabotage and to terrorist attacks that could breach safety systems and result in the release of substantial amounts of radioactivity.
