Sharing of fusion related technology among third world countries

A program to initiate experimental plasma physics in developing countries has been started as a definite step for technology sharing. Cost effectiveness of several devices has been carefully considered from the viewpoint of physical mechanisms and existing technology. From this consideration emerges the plasma focus which whilst requiring no extraordinary technology yet could be packaged into a comprehensive facility for training in plasma production, plasma dynamics, plasma diagnostic and measurement of plasma x-rays, REB and fusion neutrons, with a very wide scope for the establishment of indigeneous training and research. It is shown that the simplicity of the approach is no barrier to the richness of plasma phenomena. Indeed the simplicity allows a clear comparison of pinch devices and, for example, enables two crucial limitations of existing plasma focus devices to be singled out, the overcoming of which could result in a many-fold jump in neutron yield. Hence the need for basic studies of these limitations. These and other studies could just as well be made on small devices. The UNU Training Programme resulted from the above consideration and evolved around the UNU/ICTP PFF, a small plasma focus with interesting physics and cost-effective technology. The extension of future training programmes to cover other important devices, for example, of the FRC type such as the Rotamak could widen the scope of this sharing of plasma and fusion technology. Um programa para iniciar a fisica experimental de plasmas em paises em desenvolvimento teve inicio com um passo definitivo para participacao tecnologica. A capacidade de custos de varios dispositivos foi cuidadosamente considerada a partir do ponto de vista dos mecanismos fisicos e da tecnologia existente. A partir desta consideracao emerge o foco de plasma que enquanto nao requer tecnologia extraordinaria ainda pode ser acondicionada dentro de uma facilidade compreensiva para treinamento em producao de plasma, dinamica de plasma, diagnostico de plasma, medidas de plasmas de raios-X, REB e neutrons de fusao, com um amplo nucleo para estabelecimento de treinamento e pesquisa inerentes. Mostra-se que a simplicidade da aproximacao nao e barreira para riqueza dos fenomenos de plasma. Realmente a simplicidade permite uma clara comparacao dos dispositivos pinch e, por exemplo, capacita duas limitacoes da existencia dos dispositivos de plasmas em apenas uma, o dominio do que pode resultar em um salto multiplo na producao de neutrons. Por isto, a necessidade de estudos basicos destas limitacoes. Estes e outros estudos podem ser muito bem feitos em pequenos dispositivos. O Programa de Treinamento UNU resultou da consideracao acima e desenvolveu-se em torno do UNU/ICTP PFF, um pequeno foco de plasma de interesse da fisica e tecnologia de custo efetivo. A extensao dos futuros programas de treinamento para cobrir outros dispositivos importantes por exemplo, do tipo FRC tal como o Rotamak possa ampliar o nucleo da participacao da Tecnologia de plasma e fusao.
