Lessons from Northern Europe. Lessons for France from the Swedish carbon tax - Summary

Is carbon taxation, considered to be one of the most effective policies for reducing greenhouse gas (GHG) emissions at the lowest cost, the Sisyphean myth of French climate policies? In the face of three failed attempts of the tax in 2000, 2009 and 2018, it has to be said that its implementation is a real challenge. Sweden, however, has achieved the feat of taxing at nearly 120 Euros per ton of CO2 equivalent (teq.CO2) without causing a social uproar or penalizing economic activity. So what are the explanatory factors of these divergent trajectories, from failure on the one hand to success on the other? Based on a systematic comparison between Sweden and France, this report first examines the design and characteristics of the Swedish and French carbon taxes. Secondly, it estimates the effect of the two taxes on GHG emissions and gross domestic product (GDP), replicating the work of Andersson (2019). After demonstrating the environmental effectiveness of carbon taxation and its low economic cost, the note explores its social acceptability, drawing on dedicated literature and a qualitative survey including protest figures (the 'Yellow Jackets' movement and its Swedish equivalent, the 'Braensleupproret'). On this basis, it explains why rejection of the carbon tax was stronger in France than in Sweden. Finally, 10 recommendations are put forward for relaunching carbon pricing in France, taking into account the empirical lessons learned and the European initiative to set up a new emissions trading market covering the building and road transport sectors

Abstract (French)

La taxation du carbone, consideree comme une des politiques les plus efficaces pour reduire au moindre cout les emissions de gaz a effet de serre (GES), est-elle le mythe de Sisyphe des politiques climatiques francaises? Face aux trois echecs de mise en place ou de relevement de la taxe en 2000, 2009 et 2018, force est de constater que sa mise en oeuvre releve de la gageure. Pourtant, la Suede a reussi le tour de force de taxer a pres de 120 Euros la tonne d'equivalent CO2 (teq.CO2) sans provoquer d'emoi social ni penaliser l'activite economique. Des lors, quels sont les facteurs explicatifs de ces trajectoires divergentes, d'un cote vers l'echec, de l'autre vers le succes? Construit sur la base d'une comparaison systematique Suede-France, la presente note examine d'abord les modalites d'elaboration et les caracteristiques des taxes carbone suedoise et francaise. Dans un second temps, la note estime l'effet des deux taxes sur les emissions de GES et le produit interieur brut (PIB), en repliquant les travaux d'Andersson (2019). Apres avoir montre l'efficacite environnementale de la taxation du carbone et son faible cout economique, la note explore ses modalites d'acceptabilite sociale, en mobilisant la litterature dediee et une enquete qualitative notamment composee de figures contestataires (mouvement des Gilets jaunes et son equivalent en Suede, le Braensleupproret). Sur cette base, elle explique pourquoi le rejet de la taxe carbone a ete plus fort en France qu'en Suede. Enfin, 10 recommandations sont preconisees pour relancer la tarification carbone en France, en tenant compte des enseignements empiriques degages et de l'initiative europeenne d'instauration d'un nouveau marche d'echange de quotas d'emission couvrant les secteurs du batiment et du transport routier
