Deliberated opinion of the Environmental Authority on the dismantling of basic nuclear installations (INB) number 33 and number 38 located in La Hague (50). Nr AE: 2019-41. Deliberated opinion nr 2019-41 adopted during the session of the 27 June 2019

An Orano Cycle project regarding the used nuclear fuel reprocessing plant in La Hague comprises the dismantling after decontamination of almost all basic nuclear installations (INB) number 33 (processing plant of irradiated fuels from the natural graphite-gas fleet) and number 38 (solid waste and effluent processing station and workshop of processing of oxidised nuclear fuels). As the main environmental stakes are the risk of an accidental or chronic pollution of environments with consequences on human health and ecosystems, and the management of nuclear wastes, this report proposes comments and recommendations related to the content of the file produced by the operator. Thus, while, should the occasion occurs, formulating recommendations, it presents the context (installations, projected developments, related procedures, environmental stakes), discusses the content of the impact study which comprises analysis of the initial condition (regarding the natural environment, seismicity, the different releases and effluents), an analysis of the search for alternatives and of the chosen solution for each concerned installation, the articulation of the project with other plans and programmes, an analysis of the various impacts of the project (topography, landscape, hydrology, resource, climate, wastes, water quality, air quality, biodiversity, demography, soil use, economy, health, pollutions). It also addresses the cumulation of impacts with that of other projects, and avoidance, reduction and compensation measures, the follow-up of the project, of its impacts, of measurements. The final part addresses the risk management study (nuclear risk, internal and external aggression, others, emergency plans)
