Description
A microscopic model describing collective excitations in nuclei at large angular momenta (60-100 h) and exitation energy above yrast-states is formulated. The description combines the self-consistent forced rotation model and the random phase approximation. A procedure to choose model Hamiltonian in solving the Hartree-Fock equation is described. Solutions of the secular equations are qualitatively analyzed, the energy-level density of highly-excited nuclei being in centre of the analysis. The changes of the statistical nuclear characteristics following the transition from two-dimensional rotation of axial nuclei at small spin to ''three-dimensional' rotation at large spin are also anyzed. The relationships obtained can be also used to describe E2-transitions in fast rotating highly-excited nuclei
