Nuclear accidents and international obligations

Description

In order to prevent nuclear accidents, the lessons learnt from the Chernobyl catastrophe have shown the need to strengthen international obligations in this field. The adoption of the Conventions on Early Notification and Assistance in case of Emergency in 1986 is a first step in this direction. Also, further efforts should be made concerning public information, harmonization of safety standards and radiation protection as well as compensation for transfrontier damage (NEA)

Abstract (French)

La prevention des accidents nucleaires, en particulier a la lumiere des enseignements retires de la catastrophe de Tchernobyl, met en evidence la necessite de renforcer les obligations internationales dans ce domaine. L'adoption en 1986 des Conventions sur la notification rapide et l'assistance en cas d'accident, constitue un premier progres a ce sujet. Il convient d'autre part de relancer les efforts de cooperation dans les secteurs de l'obligation d'informer le public, l'harmonisation des normes de surete et de protection radiologique et aussi la reparation des dommages transfrontieres
