Elaboration of regulatory decision or of a guide of the ASN: Modalities of consultation with stakeholders and public. Guide Nr 25, Release of the 2016/10/27

This guide aims at making clear the framework and process according to which concerned operators and industrials, as well as interested stakeholders participate to the elaboration of projects of regulatory decisions or of guides (external to the ASN) dealing with basic nuclear installations. It first addresses regulatory decisions and ASN guides: ASN's role in regulation elaboration, ASN regulatory decisions, ASN guides, ASN objectives regarding the elaboration of its texts. Secondly, it addresses the participation of stakeholders: ASN objectives in this respect, concerned operators, industrials, government, institutions and technical experts, consulting or dialogue bodies, public, associations and worker representatives. Thirdly, it presents the concerned documents: guidance and justification documents, impact analysis, analysis of lessons learned. Fourthly, the different steps of a text elaboration are addressed in terms of possible collaboration: programme, preliminary study, text project, signature, decision approval by ministers, publication and diffusion, return on experience
