Recommendation on the Dutch MEP subsidy 2006 for cogeneration

Description

The results of an analysis of the impact of the Dutch subsidy scheme 'MEP' (environmental quality of electric power generation) on the cost-effectiveness of CHP (combined heat and power production) plants. The MEP scheme provides a reward for the CO2 reduction by CHP plants and offers therefore an incentive for energy efficient operation. In 2006 the MEP subsidy is available for CHP plants that started their operation after 1 January 1997. The subsidy will be differentiated based on CHP type and power capacity. Main outcome of the report is a subsidy advise, which complies with the European Community Guidelines on Aid for Environmental Protection. Based on the subsidy advise a budget for the CHP MEP scheme has been estimated

Abstract (Dutch)

Belangrijke wijzingen ten opzichte van de voorgaande MEP adviezen (2004 en 2005) zijn: Bij het vaststellen van de 2006 subsidie kan gebruik gemaakt worden van de CertiQ databank. De praktijkcijfers geven inzicht in de omvang van de CO2-vrije elektriciteitproductie door WKK, het aandeel van verschillende typen WKK daarin, praktijkrendementen, equivalente vollast draaiuren per jaar en gerealiseerde CO2-indices; Vanwege het gebruik van CertiQ cijfers zijn de cases die gebruikt worden voor de berekening van de onrendabele top van WKK herzien; tevens is de actualiteit van een aantal uitgangspunten herzien. Het gaat hier met name om de back-up kosten voor elektriciteit; Op verzoek van het Ministerie van Economische Zaken wordt in dit advies gerekend zonder warmtekorting onder de veronderstelling dat warmtekortingen niet bij de huidige situatie passen waarin WKK gedurende meerdere jaren achtereen verliesgevend is; Alleen WKK-installaties van na 1 januari 1997 komen in aanmerking voor subsidie; de reden hiervoor is dat verlenging van de WKK ondersteuning onder een andere paragraaf van het EU Milieusteunkader plaats zal vinden; In plaats van een generieke MEP-subsidie voor alle typen WKK, wordt de subsidie gedifferentieerd naar drie categorieen: Gasmotoren-WKK, WKK-installaties groter dan 150 MWe, Overige WKK-installaties
