At the frontiers of deep geothermal energy: the emergence of the 'subsurface' environment in a context of energy transition

As a natural reservoir of fossil fuels extracted to underpin the two industrial revolutions, is the subsurface in the process of changing its status - on the pretext of the energy transition - to become one of the environments in which this transition is possible? This is the bet that is being made with deep geothermal energy. This technology consists in producing heat and electricity from a modification of the so-called enhanced medium-depth geothermal energy that developed in France, in the Paris Basin, after the oil crises of the 1970's. While this form of geothermal energy sought heat in geological layers located at a depth of about 2000 metres, from which fluids were extracted to bring the heat to the surface, deep geothermal energy involves seeking heat much deeper (about 5000 metres) by creating underground networks to circulate fluids. This technique is much more expensive and technically more difficult. However, the 2010's have shown an interest in this technique, with a view to producing low- carbon electricity, as part of the energy transition policies. Nevertheless, the development of this geothermal energy has been complex, generating more industrial failures than successes to date. If the 'lack of social acceptability' is often proposed to justify the failure of these projects, it seemed necessary to us, in the course of this research, to go beyond this explanation, by looking not only at the populations, but also at the socio-technical support and the territorial context in which the technology was deployed. Indeed, social acceptability is often reduced to a procedural and 'social risk' management approach, obscuring the fact that the controversy is a competition between different narratives, and revealing shifting power relations within the territories. The deployment of these technologies is constrained by other limits: the techno-economic model requires a maturation phase, through the mobilization of the techno-scientific promise (notably in the case of the EGS) and the search for a viable economic model (heat, electricity, lithium). 6 / 462 Abstract The most salient result of our work is undoubtedly that these projects also reveal mechanisms of politicization of the subsurface, by questioning the relationship between surface and underground environments and by constructing vertical territories. The subsurface is thus gradually changing its status, thanks to the energy transition, becoming an environment where this transition is manifested. These changes are timid, limited to the spaces where underground projects are deployed and, above all, they are not institutionalized. This is illustrated by the analysis of the governance of the subsurface, through the setting up of hybrid forums and the difficulties of managing this environment by the state authorities, which means that, in terms of public policy at least, we are still far from vertical territories. Reservoir naturel d'energies fossiles extraites pour fonder les deux revolutions industrielles, le sous-sol est-il en train - au pretexte de la transition energetique - de changer de statut pour devenir un des milieux dans lequel cette transition est possible? C'est le pari qui est fait avec la geothermie profonde. Cette technologie consiste a produire de la chaleur et de l'electricite issues d'une modification de la geothermie dite amelioree de moyenne profondeur qui s'est developpee en France, dans le Bassin parisien, apres les chocs petroliers des annees 1970. Si cette forme de geothermie allait chercher la chaleur dans les couches geologiques situees a environ 2 000 metres de profondeur, dont les fluides etaient extraits pour amener la chaleur en surface, la geothermie profonde implique d'aller chercher la chaleur bien plus profondement (environ 5 000 metres) en creant des reseaux souterrains pour faire circuler des fluides. Beaucoup plus couteuse, cette technique est plus difficile techniquement. Les annees 2010 ont cependant permis de s'interesser a cette technique, dans une volonte de produire une electricite decarbonee, s'inscrivant dans les politiques de transition energetique. Neanmoins, le developpement de cette geothermie a ete complexe, generant a ce jour plus d'echecs industriels que de succes. Si le 'defaut d'acceptabilite sociale' est souvent propose pour justifier l'echec de ces projets, il nous est apparu necessaire, au cours de cette recherche, d'aller au-dela de cette explication, en regardant non seulement les populations, mais egalement le portage sociotechnique et le contexte territorial dans lequel la technologie a ete deployee. En effet, l'acceptabilite sociale est souvent reduite a une approche procedurale et de gestion du 'risque social', occultant le fait que la controverse soit une mise en concurrence entre differents recits, et revelant des changements de rapports de force au sein des territoires. Le deploiement de ces technologies est contraint par d'autres limites: le modele technico-economique necessite une phase de maturation, a travers la mobilisation de la promesse technoscientifique (notamment dans le cas de l'EGS) et la recherche d'un modele economique viable (chaleur, electricite, lithium). Le resultat le plus saillant de notre travail est sans doute que ces projets revelent egalement des mecanismes de politisation du sous-sol, en requestionnant la relation des milieux surfaciques et souterrains et en construisant des territoires verticaux. Le sous-sol est ainsi amene a changer progressivement de statut, grace a la transition energetique, devenant un milieu ou cette transition se manifeste. Ces changements sont timides, limites aux espaces ou des projets souterrains sont deployes et, surtout, ils ne sont pas institutionnalises. En temoigne l'analyse de la gouvernance du sous-sol, au travers de la mise en place de forums hybrides et des difficultes de gestion de ce milieu par les autorites etatiques, qui font que, en matiere de politique publique au moins, on est encore loin de territoires verticaux.
