The report is the preamble and rule for the final 40 CFR Part 503 sewage sludge regulations. The regulations establish requirements for the final use and disposal of sewage sludge in three circumstances. First, the regulations establish requirements sewage sludge when the sludge is applied to the land for a beneficial purpose (including sewage sludge or sewage sludge products that are sold or given away for use in home gardens). Second, the regulations establish standards for sludge when the sludge is disposed on land by placing it on surface disposal sites (including sewage sludge-only landfills).
