Chernobyl and civil protection

This article discusses the need for civil protection planning for both natural and man-made disasters, in light of the accident at Chernobyl. Accidents resulting from technical development are becoming increasingly common and the International Civil Defence Organization (ICDO) feels that neither the authorities nor the population in general are ready to contain them within reasonable limits. In this article the I.C.D.O. recommends that the civil protection authorities should be taught how to respond to accidents of an atomic, bacteriological or chemical nature
