Fitzpatrick's pre-emptive strike on its core shroud

Before going into the 11th refuelling outage at the James A Fitzpatrick nuclear power plant last November, the utility, New York Power Authority (NYPA), had already decided to repair the core shroud even if it subsequently proved unnecessary. The decision to take pre-emptive action rather than simply to make contingency plans was based on NYPA's assessment that any other strategy would be likely to lead to very costly outage delays.
