Among technological options to mitigate greenhouse gas (GHG) emissions, Carbon Capture and Storage technology (CCS) seems particularly promising. This technology allows to keep on extracting polluting fossil fuels without drastically increasing CO2 atmospheric concentration. We examine here a two-sector model with two primary energy resources, a polluting exhaustible resource and an expensive carbon-free renewable resource, in which an environmental regulation is imposed through a cap on the atmospheric carbon stock. We assume that only the emissions from one sector can be captured. Previous literature, based on one-sector models in which all emissions are capturable, nds that CCS technology should not be used before the threshold has been reached. We nd that, when technical constraints make it impossible to capture emissions from both sectors, this result does not always hold. CCS technology should be used before the ceiling is reached if non capturable emissions are large enough. In that case, we nd that energy prices paths must differ between sectors reflecting the difference of social cost of the resource according to its use. Numerical exercise shows that the initial carbon tax should equal 52$/tCO2 and that using CCS before the ceiling is optimal. (authors)
Abstract (French)
Parmi les technologies disponibles pour reduire les emissions de gaz a effet de serre, la capture et sequestration de CO2 (CCS) semble particulierement prometteuse. Cette technologie permet de continuer a extraire des combustibles fossiles polluants sans accroitre le stock de CO2 atmospherique. Nous examinons ici un modele a deux secteurs avec deux sources d'energie primaire, une ressource polluante epuisable et une ressource renouvelable non polluante et couteuse, dans lequel une reglementation environnementale est imposee sous la forme d'un plafond de CO2 atmospherique. Nous supposons que seules les emissions d'un secteur peuvent etre capturees. La litterature considere en general un seul secteur dont toutes les emissions sont capturables. Dans ce cas, le principal resultat est que la technologie CCS ne doit pas etre utilisee avant que le seuil de pollution ait ete atteint. Nous trouvons que, lorsque les contraintes techniques ne permettent pas de capturer les emissions des deux secteurs, ce resultat n'est plus vrai. La technologie de capture doit etre utilisee avant que le plafond soit atteint si les emissions non capturables sont assez grandes. Dans ce cas, nous constatons que le chemin de prix de l'energie depend du secteur, a cause de la variation du cout social de la ressource en fonction de son utilisation. Un exercice numerique montre que la taxe initiale sur le carbone doit etre egale a 52$=tCO2 et qu'il est optimal d'utiliser la CCS avant le plafond. (auteurs)Files
