The Low-Level Radioactive Waste Policy Act amendments would permit states to enter into a compact with the Nuclear Regulatory Commission to participate in a regional effort to manage low-level wastes and to site and operate waste disposal facilities. The Act defines pertinent terms, describes the states responsibilities for low-level waste disposal, and outlines the procedures for a regional interstate compact. There are provisions for financing the facilities, for reporting to the Secretary of Energy, and for using alternate disposal techniques
