Observational approach for remedial investigation, operable unit 2, Rocky Flats Plant

The US Department of Energy's Streamlined Approach for Environmental Restoration (SAFER) has been utilized at the Rocky Flats Plant in Golden, Colorado, to help plan and conduct a phase-II bedrock remedial investigation for operable unit 2 (OU2). The purpose of the streamlined bedrock investigation is to incorporate field results as they are obtained into the existing site conceptual model. The benefit is derived from applying what has been learned directly and efficiently. The SAFER approach combines the elements of the data quality objective (DQO) process with an observational approach. SAFER involves focusing the planning process, linking data collection to decision-making needs, and managing the uncertainties that are inevitable components of every project. Components of the SAFER approach include the following: 1. determination of the problem requiring attention. 2. Identification of probable site conditions. 3. Identification of potential deviations from probable site conditions. 4. Development of contingency plans for reasonable deviations 5. Performance of data collection based on the DQOs
