An assessment of the impact of the 'Coup de Pouce Chauffage' and 'Coup de Pouce Isolation' offers on the pace of energy renovation work and on energy savings

This note presents an assessment of the impacts of the 'Coup de Pouce Insulation' and 'Coup de Pouce Chauffage' (Helping hand for heating and Helping hand for insulation) offers on the pace of work and on the overall level of energy savings achieved by the emission trading system (CEE). The results of these offers launched in January 2019 are so far disappointing. They seem to have had only a marginal effect on the massification of the targeted operations. The latter represented 30 pc of the energy savings certified in 2018. This percentage rose to 33 pc in 2019. In addition, the Coups de Pouce mechanically eroded the energy impact of the CEE system by creating bonus CEEs rewarding fictitious energy savings. This effect is very marked since these fictitious energy savings represented in 2019 more than a third of the annual energy efficiency objective of the CEEs. These results suggest a profound change to be made in the logic of these bonuses

Cette note presente une evaluation de l'impact des offres 'Coup de Pouce Isolation' et 'Coup de Pouce Chauffage' sur le rythme de realisation des travaux et sur le niveau global des economies d'energie realisees par le dispositif des CEE. Les resultats de ces offres lancees en janvier 2019 sont pour l'instant decevants. Elles ne semblent avoir eu qu'un effet marginal sur la massification des operations ciblees. Ces dernieres representaient 30 % des economies d'energie certifiees en 2018. Ce pourcentage est passe a 33% en 2019. Par ailleurs, les Coups de Pouce erodent mecaniquement l'impact energetique du dispositif des CEE en creant des CEE bonus recompensant des economies d'energie fictives. Cet effet est tres marque puisque ces economies d'energie fictives ont represente en 2019 plus du tiers de l'objectif annuel d'efficacite energetique des CEE. Ces resultats suggerent de modifier profondement la logique de ces bonifications
