The economic and health issues of fuel poverty

Description
The economic issues of fuel poverty reflect the specific question of the overlap between fuel poverty and income poverty. An analysis of this question in terms of the different social protection regimes in place in Europe provides a new perspective here. The health issues of fuel poverty can be assessed from the point of view of the costs and benefits of energy renovations at the macroeconomic (i.e. health expenditure savings) and microeconomic (i.e. causality between health and fuel poverty in housing) levels. However, these two issues cannot be analysed without first defining the indicators of fuel poverty, which is the only way that the target population can be identified
Abstract (French)
Les enjeux economiques de la precarite energetique font reference a la question specifique du chevauchement entre la precarite energetique et la pauvrete monetaire. Une perspective nouvelle consiste a analyser cette question a travers differents regimes de protection sociale en Europe. Les enjeux de sante de la precarite energetique peuvent etre etudies du point de vue des couts et des benefices pour la sante de la renovation energetique a l'echelle macroeconomique (i.e. l'economie de depenses de sante) et microeconomique (i.e. la causalite entre la sante et la precarite energetique dans le logement).
