Financing power facilities in the competitive bidding environment

In 1988 the Federal Energy Regulatory Commission (open-quote FERC close-quote) issued proposed rules and guidelines for the use of competitive bidding by state utility commissions to chose new power supplies. Since then, more than 20 states have implemented bidding programs to determine the price and sources of incremental generating capacity.
