Fuelling the crisis in Mozambique. How Export Credit Agencies Contribute to Climate Change and Humanitarian Disaster. A Case Study From Mozambique

The focus of this report is public finance support of Export Credit Agencies (ECAs) in the Netherlands, the United Kingdom (UK), the United States (US), France and Italy for Liquefied Natural Gas (LNG) projects in Mozambique. We have reviewed the impacts of the LNG projects in Mozambique in relation to the approval of public finance support. Our findings show that while the potential negative impacts of the projects were well-known in advance, the analysis and assessments of the ECAs reviewed were incomplete, inconsistent or incorrect and not in line with ECAs obligations regarding due diligence and transparency on issues such as climate change, environmental and social impacts and human rights. We are therefore calling on ECAs to withdraw their already committed support and not provide any new finance for LNG projects in Mozambique. Relevant governments, companies and ECAs need to ensure compensation and reparations for impacted communities and ecosystems. We also expect governments to develop and implement policies for a rapid phase-out of all public finance support for fossil fuel projects
Abstract (French)
Ce rapport est principalement axe sur les financements publics accordes par des agences de credit a l'exportation (ACE) des Pays-Bas, du Royaume-Uni, des etats-Unis, de France et d'Italie pour des projets de gaz naturel liquefie (GNL) au Mozambique. Nous avons etudie les repercussions des projets gaziers au Mozambique en correlation avec l'approbation de financements publics. Nos resultats montrent que, bien que les possibles consequences negatives de ces projets aient ete connues a l'avance, les analyses et les evaluations menees par les ACE etudiees etaient incompletes, incoherentes ou incorrectes. En outre, elles ne respectaient pas les obligations des ACE relatives au devoir de diligence et a la transparence sur des questions comme le changement climatique, les repercussions environnementales et sociales et les droits humains. Nous appelons donc les ACE a retirer le soutien qu'elles ont deja apporte et a ne pas financer davantage les projets gaziers au Mozambique. Les gouvernements, entreprises et ACE concernes doivent veiller a ce que les populations et les ecosystemes touches recoivent des compensations et des reparations. Nous demandons egalement aux gouvernements d'elaborer et d'appliquer des politiques de sortie rapide de tous les financements publics accordes aux projets lies aux energies fossiles
