Nuclear deterrence seen in the light of war in Ukraine: between reaffirmed support and structural oppositions. Researches and Documents N. 13/2022

The author proposes a discussion of the influence of nuclear deterrence within the framework of the war in Ukraine. She first discusses to which extent a reaffirmation of the deterrence doctrine can be presently noticed: a context which strengthens the role of nuclear deterrence, doctrinal choices which reaffirm the importance of the nuclear factor, consequences on programs of nuclear equipment. She notices the existence of calls for a disarmament progress, notably with pressures in front of an increase of nuclear risks, with initiatives against deterrence which are based on an emerging standard (the Treaty on the prohibition of nuclear weapons), and then discusses challenges faced by disarmament in the present strategic situation. She finally addresses evolutions which can be noticed in the three western nuclear States: a still marginal public debate, and a varying consideration of disarmament commitments
