The development of battery charging in France for light vehicles. Literature review, October 2022

This report presents a literature review of the various studies evaluating the quantity, type and distribution of recharging infrastructure to ensure the transition to electric vehicles for the years 2025 and 2030. The studies considered in this report are: Coda (2019), PPE (2020), T and E (2020), ICCT (2021), Enedis (2021), T and E (2022) and ACEA (2022). This summary assesses the results of the studies, while identifying the methodologies adopted, the data required and the various assumptions made. The report concludes with recommendations to the political authorities, as well as ideas for the further Electric Vehicle Charging Infrastructure (IRVE) in mainland France. According to the most recent studies, the scenarios most likely to be retained are ICCT forecasts (with a low range) and those of T and E (with a high range). The studies forecast show a need to install between 330 and 480,000 public charging points by 2030 (92% of them less than 22 kW, 7% with 50 kW and 1% with more than 100 kW). According to our estimates, this IRVE deployment would require a budget of 2.6 billion euros for 2025 (4 billion euros in 2030) as well as 135 million euros/year for maintenance costs (290 million euros/year in 2030)
