Recommendations related to solar photovoltaic energy self-consumption

Description

After having noticed that the solar photovoltaic business model is now deeply evolving, a work-group addressed various issues related to self-consumption. Thus, this report proposes an overview of the situation, opportunities and challenges related to self-consumption, presents different foreign experiments, discusses the influence of self-consumption / self-production on tax financing in France (i.e. the CSPE or contribution to electricity public service, and TURPE or tariffs of use of public power grids), discusses R and D and innovation challenges regarding energy storage and management, discusses business models and financing of self-consumption projects, addresses the regulatory framework of self-consumption, and the specific case of non-interconnected areas. More precisely, the report discusses the application of self-consumption at different scales (house, office building, city block), and makes recommendations for the metropolitan territory (principles, support mechanisms) and for overseas territories
