Housing: for an ambitious energy transition. Report, September 2013

France's energy bill totaled 61.4 billion euros in 2011. Improving energy efficiency is therefore a major challenge, both in terms of lowering energy costs for households and businesses, reducing the country's energy dependency and contributing to greenhouse gas reduction targets Renovating existing housing is a major lever in these policies. Residential and tertiary buildings are the biggest consumers of energy and the main emitters of greenhouse gases in France. Improving the energy efficiency of housing can thus contribute to France's productive recovery but such a policy is slow to take hold. This report puts forward seven proposals for implementing an effective home energy renovation policy, by combining four essential dimensions: the quality of building insulation, equipment performance, active energy management and consumer behavior
