Method for the development of emergency response preparedness for nuclear or radiological accidents

This report supplements IAEA emergency preparedness guidance published in the 1980s, and is consistent with the new international guidance. It provides practical advice for the development of an emergency response capability based on the potential nature and magnitude of the risk. In order to apply this method, emergency planners should have a good understanding of the basic radiological emergency response principles. Therefore, other applicable international guidance should be reviewed before using this report. This report provides a practical step-by-step method for developing integrated user, local and national emergency response capabilities.
