Elements of an energy-policy consensus

The paper is subdivided into three sections: First of all the starting of energy-policy, in particular with regard to nuclear energy, is described and an attempt is made to assess what would happen if nothing is done in the matter of consensus. Secondly the indispensable common understanding is dealt with on which a consensus can be built. Finally, possible elements of a consensus are explained, pointing out several issues which should be agreed upon shortly, while other controversial matters, for the moment, seem to be agreeable only via their best possible assessment and decision. Therefore, it only makes sense to enter into consensus discussions if the two sides accept the known starting positions of the respective other side and are open-minded. They should be ready to reconsider their own assessments and evaluations and, if necessary, revise them for technological or other reasons. (orig./HSCH)
