Properties of neutrinos and a non-thermal background of electromagnetic radiation

Description
The presence of a neutrino nondiagonal magnetic moment ∼10-10/sup +- /1μ/sub β/ leads to a prediction of a large electromagnetic radiation background due to relic-neutrino decay ν/sub H/→ν/sub L/γ. The constraints imposed on the neutrino masses and interactions by the observed background are discussed
