Description

Nuclear regulators should not actively take part in issues concerning nuclear energy policy. Their essential function is to contribute as effectively as possible to nuclear safety. The author deals with the impact of the following factors on the regulator's independence: directives of the government, the organizational form of the regulatory body, the procedure for selection of the regulators and the independence of the technical service organizations. The paper concludes by describing some measures for improving regulatory independence and effectiveness. (author)
