Position of the European Communities and Belgian concerning the problems raised by radioactive waste

Description

The first part of this article which concerns the position of the Communities regarding radioactive waste management, illustrates their progressive awareness of the special problems posed as compared to their previous consideration of the subject in the general context of radiation protection. Since the early 70's, the Communities' programme has been oriented towards strengthening research in waste management and in 1975, the European Parliament proposed the creation of a joint undertaking for such management. This is still in the form of a study prepared by the Commission of the European Communities. The author stresses the need for common action by Member countries to organise waste management in the framework of the Communities. The following part describes Belgian legislation applicable to all stages of radioactive waste management. The author stresses that, despite the detailed regularoty mechanism, there is a need for establishing a body responsible for controlling observance of regulatory measures in this field. (NEA)

Abstract (French)

La premiere partie de cet article, consacree a la position communautaire relative a la gestion des dechets radioactifs, illustre la reconnaissance progressive des Communautes des problemes particuliers qui se posent, par rapport a la position primitive qui englobait ce sujet dans le contexte general de radioprotection. Des le debut des annees 1970, le programme des Communautes s'est oriente vers le renforcement de la recherche dans le domaine de la gestion des dechets et en 1975, le Parlement europeen a propose la creation d'une entreprise commune pour une telle gestion. Cette proposition est au stade d'une etude preparee par la Commission des communautes europeennes. L'auteur souligne la necessite d'une action commune des pays Membres pour organiser la gestion des dechets dans le cadre communautaire. La partie suivante decrit la reglementation belge applicable a l'ensemble de la gestion des dechets. L'auteur fait valoir que, en depit d'une reglementation detaillee, il serait necessaire de creer un organisme charge de controler le respect des mesures reglementaires dans ce domaine
