The environmental impact statement of large scale projects in the European Community law

Description
The draft directive of the European Communities concerning the environmental impact assessment (No.7284/84; unpublished at the time of publication) obliges the member states to issue and apply rules of procedure concerning the investigation of the environmental impact of large scale installations like for instance oil refineries or power stations. The author discusses the competences left to the states, to transform the directive and whether this can be done in several steps. The author investigates the general aim of the directive and its relation to land-use planning procedures. (orig.)
