Russia-Caspian: The challenge of EU gas diversification

The gas crises between Russia and Ukraine have brought the issue of gas security to the forefront of Europe's energy policies. At the same time, the liberalization of EU gas markets is likely, in the long term, to profoundly change relations between suppliers and consumers, hitherto organized around take-or-pay contracts. It is against this backdrop that the EU is considering the opening of a fourth natural gas supply corridor, to diversify both routes and sources of supply. However, several factors could call this strategy into question. The August 2008 crisis between Georgia and Russia demonstrated the fragility and instability of gas supplies to Europe from the Caspian via the 'Caucasian route'. Whether or not the 'Southern Corridor' materializes will depend on economic factors, but also on the more geopolitical ones relating to major regional political uncertainties

Les crises gazieres entre la Russie et l'Ukraine ont mis au premier plan des politiques energetiques de l'Europe la question de sa securite gaziere. Dans le meme temps, la liberalisation des marches gaziers de l'UE est susceptible, a terme, de profondement changer les relations entre fournisseurs et consommateurs jusque-la organisees autour des contrats Take or Pay. C'est dans ce contexte que l'UE envisage l'ouverture d'un quatrieme corridor d'approvisionnement en gaz naturel qui permettra de diversifier tant les routes que les sources d'approvisionnement. Cependant, plusieurs facteurs pourraient remettre en question cette strategie. La crise d'aout 2008 entre la Georgie et la Russie a demontre la fragilite et l'instabilite de l'approvisionnement de l'Europe par la 'voie caucasienne' a partir du gaz de la Caspienne. La materialisation du 'corridor Sud' dependra de facteurs economiques mais aussi de ceux, plus geopolitiques, ayant trait a des incertitudes politiques regionales majeures. (auteur)Additional details
