Technical standardisation in the field of tension between legal order and technical progress

The flood of norms must be restrained, but it is caused by the requirements of the constitutional state and the complexity of the life conditions. The increasing demand for norms is not only met by state prescriptions, but it requires technical norms. The norm contract of 1975 is the hinge between the technical system and the state's legal system. Legally, here the general clause and the reference to the instruction are applicable. Technical standardisation should not be the privilege of a small group, but rather a pragmatic symbiosis of self-control, subsidiarity, participation, elasticity, and efficiency. (orig.)
