Description

The paper discusses the safeguarding of nuclear power plants with particular emphasis on LWR reactors and some discussion of HWR reactors. The characteristics of nuclear power plants and of nuclear fuels and fuel elements existing there are outlined and typical fuel inventories described. Safeguards systems for nuclear reactors are then considered. These systems emphasize accounting for individual fuel elements and key measurement points within the reactor complex. Fuel inventories, detection targets, diversion possibilities, inspection activities and verification are outlined for both LWR's and HWR's
