Summer's revolting developments: A consumer's perspective
Description
The June price spike demonstrated physically and financially that the electric industry structure status quo is unacceptable. While Midwest customers paid a heavy price, the debacle will hasten policymakers' efforts to engineer truly effective markets. This article examines the problems that occurred and calls for utilities and regulators to complete the formation of independent institutions to control the transmission system and monitor generation markets
