The historicity of low carbon energy transition: comparative analysis of local energy and climate policies in France (Metz) and in Germany (Saarbruecken)

Description

This thesis questions the capacity of cities to seize the energy issue through history, then through a low carbon perspective. It is based on assumptions that the introduction of energy as a local resource, is to become a reason for low carbon transition in cities. The historicity of this transition indicates that its lineaments are sometimes identifiable before the advent of its imperatives. Through a territorial history of energy, the thesis contributes to decoding keys of interest of cities to the low carbon transition as well as 'its atomic elements' at the local scale. The city of Metz has a Local Distribution Company (ELD), rare in France, created under German annexation in 1901: Usine d'Electricite de Metz (UEM). The company produces and distributes electricity and heat. It belongs to the city (85%) and consolidates public finances while developing local and / or renewable resources. Saarbruecken, the capital of a German coal and industrial land, seems reluctant to the low carbon transition. However, in the years 1980-1990, the city and its 'Stadtwerk' (German ELD) challenged nuclear power plants and played the role of laboratory for renewables. The energy transition in Saarbruecken also shows ruptures, coal path dependencies, and illustrates the nonlinearity of the process. Depending on the historical characteristics of cities and the exogenous pressures on urban supply, low-carbon energy transitions interest local actors to different extents and take various forms and rhythms. Abstract (French)

Cette these interroge les capacites des villes a s'emparer de la question energetique dans l'histoire, puis dans une perspective bas carbone. Elle s'appuie sur des hypotheses portant sur l'instauration de l'energie comme ressource locale en tant que motif d'entree en transition bas carbone des villes. L'historicite de cette transition indique que ses lineaments sont parfois identifiables avant l'avenement de ses imperatifs. A travers une histoire territoriale de l'energie, la these contribue au decryptage des cles d'interessement des villes a la transition bas carbone ainsi qu'a la mise en perspective de 'ses elements atomiques' a l'echelle locale. La ville de Metz dispose d'une Entreprise Locale de Distribution (ELD), rare en France, creee sous annexion allemande en 1901: Usine d'Electricite de Metz (UEM). L'entreprise produit et distribue de l'electricite et de la chaleur. Elle appartient a la ville (85%) et consolide les finances publiques tout en developpant des ressources locales et/ou renouvelables. Sarrebruck, capitale d'un Land charbonnier et industriel allemand, semble peu encline a la transition bas carbone. Cependant, dans les annees 1980-1990, la ville et sa 'Stadtwerk' (ELD allemande) ont conteste des installations nucleaires et joue le role de laboratoire des renouvelables. La transition energetique a Sarrebruck montre aussi des ruptures, des sentiers de dependance au charbon et illustre la nonlinearite du processus. En fonction des caracteristiques historiques des villes et des pressions exogenes sur l'approvisionnement urbain, les transitions energetiques bas carbone interessent differemment les acteurs locaux et prennent diverses formes et rythmes.
