A Scenario for a Future Climate Change Regime for LULUCF
Description
Since the original version of this paper was circulated in mid 2004 there has been increased interest in 'post-2012 climate regime' literature that explores how LULUCF (land use, land use change and forestry activities) might be treated. One such effort has been by a diverse group of authors who have been contributing to the development of a paper (Options for including LULUCF activities in a post-2012 international climate agreement, Schlamadinger et al (still work in progress at May 2005, and February 2006)). In early May 2005 a workshop with the same title in Graz, Austria, was attended by some 70 LULUCF experts from around the world. This provided an opportunity to 'roadtest' some of the ideas in the paper, with a view to helping the author group to refine these and complete and publish the paper. The scenario described in this paper is one of these ideas. This updated version of the original paper is intended to better articulate the idea and provide additional context so as to aid in readers understanding not only of the idea itself but also the broader international policy setting on which it is premised
