What can a regulator do to orient his choice? Senegal's experience

This article discussed the many constraints and challenges facing the electricity sector in Senegal. Power production capacity is currently insufficient and cannot meet the demand. In addition, funding is not adequate. This article emphasized that the government will have to take measures to reform the power sector in order to provide Senegal with electricity at a lower cost while simultaneously expanding the population's access to electricity. In addition, participation from the private sector will have to be encouraged and improved. In response to this challenge, an independent regulator was created in Senegal to oversee the conditions that would attract private investors in the power sector. This paper outlined the organization of the electricity sector in Senegal with particular reference to the mission of the regulator. In an effort to extend access to electricity for population in rural areas, the regulator introduced a tariff package deal to clients with modest electricity consumption. The purpose of this measure was to minimize exploitation costs and investment expenses. 3 figs
