Invest euros in your plans for climate. How to choose your mitigation measures with respect to their cost-efficiency rate?

This document aims at presenting, in a simplified way, an ignored assessment method which is not much used in the field of land planning: the cost-efficiency analysis. It is here used to perform an ex-ante assessment and the prioritisation of mitigation measures of a territorial Climate-Energy-Air Plan (PCAET). It briefly defines the cost-efficiency analysis and its application to PCAETs. It describes how to prepare such an analysis (definition of the operational and time scopes, description of the reference situation, choice of a time horizon), how to quantitatively assess impacts of greenhouse gas emissions and costs associated to each measure, how to obtain the results of the cost-efficiency analysis of a measure defined in a PCAET, how to use the results and to follow them up
