Description
France has set itself ambitious targets for reducing greenhouse gas (GHG) emissions. Ecological planning and the French Strategy for Energy and Climate (SFEC), embodied in the National Low-Carbon Strategy (SNBC-3) currently under revision, aim to define the guidelines for achieving carbon neutrality by 2050. Forests and wood are at the heart of these strategies through their contribution to the fight against global warming, via carbon sequestration in forest ecosystems, carbon storage in wood products and the avoidance of GHG emissions through substitution. In this context, the study carried out by IGN and FCBA, with the support of MASA, MTECT and ADEME, aims to provide figures to support public policies on climate change mitigation, as well as on available wood resources. Various scenarios for the joint development of metropolitan France's forestry resources and the integrated carbon balance of the forestry-wood industry are simulated for 2050, and even 2080 for certain results, taking into account a gradient of harvesting levels, the effects of climate change and renewal strategies. These projections, whose hypotheses have been validated by specialized expert groups, mobilize the most up-to-date scientific and technical tools and knowledge, such as the national forest inventory (IFN), the MARGOT resource projection model, and an extensive bibliography for calculating carbon flows in the sector and estimating changes in demand
Abstract (French)
La France s'est fixe des objectifs ambitieux en matiere de reduction des emissions de gaz a effet de serre (GES). La planification ecologique et la Strategie Francaise pour l'Energie et le Climat (SFEC), materialisee notamment par la Strategie Nationale Bas-Carbone (SNBC-3) en cours de revision, visent a definir les orientations pour atteindre la neutralite carbone en 2050. La foret et le bois sont au coeur de ces strategies par leur contribution a la lutte contre le rechauffement climatique, via la sequestration de carbone dans les ecosystemes forestiers, le stockage de carbone dans les produits bois et l'evitement d'emissions de GES par effet de substitution. Dans ce cadre, l'etude realisee par l'IGN et FCBA avec le soutien du MASA, du MTECT et de l'ADEME, vise a fournir des elements chiffres en appui aux politiques publiques sur l'attenuation du changement climatique, mais aussi sur les ressources en bois disponibles. Divers scenarios d'evolution conjointe de la ressource forestiere metropolitaine et du bilan carbone integre de la filiere foret-bois sont ainsi simules a l'horizon 2050, voire 2080 pour certains resultats, en tenant compte d'un gradient de niveaux de recolte, d'effets du changement climatique et de strategies de renouvellement. Ces projections dont les hypotheses ont ete validees par des groupes d'experts specialises, mobilisent les outils et les connaissances scientifiques et techniques les plus a jour, tels que l'inventaire forestier national (IFN), le modele MARGOT de projection de la ressource ainsi qu'une large bibliographie pour le calcul des flux de carbone dans la filiere et l'estimation de l'evolution de la demande
