The Handbook is intended to be a basic reference and training manual to assist Remedial Project Managers (RPMs) and On-Scene Coordinators (OSCs) in planning, negotiating, and managing Potentially Responsible Party (PRP) searches and PRP-lead actions. It provides an overview of each phase of the enforcement process and discusses specific roles and responsibilities of the RPM/OSC in the process. Procedures and information contained in the document are based on existing and draft EPA policy and guidance.
