Energy mastery: context, stakes, approaches

Any energy use has both an environmental and an economical impact. The environmental stakes linked with the energy use impose to adapt the policies and practices towards a more rational use of energy sources and towards the improvement of energy systems efficiency. This document deals with the national and international context, the economical, energetic and environmental stakes and with the political and technical approaches of energy mastery.
