The Additional Protocol was approved by the Board of Governors on 9 September 2003. It was signed on 18 September 2003. Pursuant to Article 17 of the Additional Protocol, the Protocol entered into force on 3 June 2004, the date on which the Agency received from Cuba written notification that Cuba's statutory and/or constitutional requirements for entry into force had been met
