Constant gauge field configurations and galilean gauge theories

Galilean gauge theories are characterized by constraints which are compatible only with the zero-momentum mode of the gauge fields. These theories are quantized according to the Dirac theory of constrained systems and are explicitly formulated in terms of the canonical variables. (orig.)
