Off-diagonal matrix elements in the Stark-broadening theory of neutral lines in plasmas

Description
The various proposals made for the evaluation of the second-order matrix elements of the electron-collision operator of partially degenerate lines are compared numerically for the He i 4471-\AA{} line emitted from a thermal plasma. No significant discrepancy is found. An interpretation of this result is given.
