Description
The Nuclear Safety Authority, Administrative authority which independence is recent and can be improved, plays a central role in Nuclear installations dismantling. It participates to preliminary phase of the nuclear installation exploitation which is crucial for the future dismantling. However, during this phase the main obstacle is information access, including financial one, which is very difficult and uncertain. Then, Nuclear Safety Authority is informed and gives its advice before the closure of the nuclear power station. It will later inspect installations during the dismantling and decide the decommissioning. The latter power is however approved by the Minister. In each period, Nuclear Safety Authority is in a delicate situation, between public operators, executive power and public opinion. (author)
Abstract (French)
L'Autorite de surete nucleaire (ASN), autorite administrative dont l'independance affichee est assez recente et pourrait etre amelioree, dispose d'un role central dans le demantelement des installations nucleaires de base. Elle participe activement a la phase prealable a l'exploitation d'une installation nucleaire qui a une importance cruciale pour le bon deroulement du demantelement futur. Neanmoins pendant cette phase, les difficultes d'acces aux informations, notamment financiere, sont un obstacle majeur. L'ASN est ensuite informee et donne son avis avant la mise a l'arret definitif de l'installation. Elle inspectera plus tard les installations en phase de demantelement et decidera enfin de leur declassement, pouvoir soumis a homologation du Ministre. Quelle que soit la periode donnee, l'ASN est toujours dans une situation delicate entre les operateurs publics, le pouvoir executif et l'opinion publique. (auteur)
