Description
The safety-relevant significance of notifiable events is to be assessed on the basis of the safety concept applicable to nuclear power plants and research reactors subject to a mandatory reporting duty. The safety concepts therefore provide for protective means and measures as well as accident management and mitigation strategies. Apart from the duty to report specific events during operation in compliance with the German AtSMV, NPP or research reactor operators are obliged to notify events and their radiological significance under the supervisory scheme of the International Atomic Energy Agency and in accordance with its classification system, the International Nuclear Event Scale (INES). This mandatory information procedure also meets the requirements for information of the general public about the safety of nuclear installations and the radiological significance of incidents occurred during operation of a plant. Die sicherheitstechnische Bedeutung der meldepflichtigen Ereignisse ist vor dem Hintergrund des bei Kernkraftwerken und berichtspflichtigen Forschungsreaktoren angewandten Sicherheitskonzepts zu beurteilen. Das Sicherheitskonzept traegt dem Rechnung, in dem neben Massnahmen zur Vermeidung von Stoerfaellen ein mehrfach gestaffelter Schutz zur Begrenzung ihrer Auswirkungen vorgesehen wird. Unabhaengig vom behoerdlichen Meldeverfahren nach AtSMV erfolgt darueber hinaus die Einstufung der meldepflichtigen Ereignisse durch die Betreiber der Kernkraftwerke und der Forschungsreaktoren nach der siebenstufigen Bewertungsskala der Internationalen Atomenergiebehoerde, der 'International Nuclear Event Scale' (INES). Anhand der Bewertungsskala wird der Oeffentlichkeit - vor allem Nicht-Fachexperten - eine verstaendliche Auskunft darueber gegeben, welche Bedeutung ein meldepflichtiges Ereignis fuer die Sicherheit der Anlage hatte und inwieweit radiologische Auswirkungen auf die Bevoelkerung und Umgebung auftraten.
